History of Department

Private International Law Department was established in 1992 for exploration of the named specialization. Konstantyn Sandrovskiy, professor, doctor of law, was the first Head of the Department (1992-1995). Since 1995 the Head of the Department is A.S. Dovgert - doctor of law, professor, corresponding member of ALS of Ukraine, honored lawyer of Ukraine.
Today the Department includes: 2 professors (A.S.Dovgert, V.I.Kysil), 7 associate professors (B.Y. Kalakura, S.Y.Kozyakov, B.M. Kryvolapov, O.Y. Seryogin, G.A. Tsirat, O.M. Biryukov, and G.V.Galushchenko), and 3 candidates of science, assistants professor (O.I. Vygovskyy, Chernyak Y.V., Baldenyuk V.V. ). Also for delivering lectures on specific courses the Department invites experts from National Academy of Sciences of Ukraine, Administration of the President of Ukraine, Antimonopoly Committee of Ukraine as well as known plasticizing lawyers. Law professors of the Department underwent training and delivered lectures in institutes of higher education of Europe and United States (Dickinson Law School of Pennsylvania University, universities of the cities of Washington, New-York, Pittsburg, Iowa etc.) Law professors of the Department took active participation in elaboration of new civil Code of Ukraine, Law of Ukraine of International Private Law and other laws and regulations as well as in commenting upon such documents. On the basis of the scientific and pedagogical work of the Department a modern science school of private international law was formed, which became well-known among scientific and educational institutions of Ukraine and other countries.
Scientific research is conducted in following spheres: methodology of private international law, theory of law of conflicts, codification of civil law, codification of private international law, private international labor law, bankruptcy, pandectology, international trade and investment law, lex mercatoria, international commercial arbitration, intellectual property law, franchising, conflict of laws of foreign countries, private law of Germany, Austria and Switzerland, philosophy of Law by Kant and neokantians, inversion methodology of application of rules of private law etc.

During the last years the Department held several open theoretical and practical seminars, dedicated to analysis of provisions of new Civil and Commercial Codes of Ukraine, as well as to review of problems of civil legislation and private international law of Ukraine. Developers of mentioned laws, prominent international lawyers of Ukraine, and civil servants took place in these seminars. Under the Department there are several student science groups. In 2001 students and young scholars of the international law branch established NGO “International Law Research Centre”. Together with international law department numerous conferences, dedicated to analysis of peculiarities of legal regulation of offshore activities, legal aspects of accession of Ukraine to WTO. In 2004 the Department established the Centre of Private Law which works together with students on revival of private law.
The Department takes active part in development of international links of the Institute. For this purpose, professor A.S. Dovgert in 1990-2009 took part in conferences in universities of the USA, Canada, the Netherlands, Germany, France, Poland, Turkey, Kazakhstan, Georgia, Armenia, Kirgizstan, Uzbekistan, Russia, Italy and other countries. Since 1995 professor A.S. Dovgert participates in diplomatic conferences and other events of the Hague Conference of Private International Law. Assistant professors B.I. Kucher and B.M. Kryvolapov from 1998 take part in professing in International Academy “Platon” (Bulgaria). Associate professor of law O.M. Biryukov in 2001 and 2002 took part in scientific conferences and underwent a training under Fulbright program in New York Universityt law School (the USA); assistant O.Y. Seryogin in 2001 and 2002 – in Law School of Iowa University (the USA); assistant professor B.M. Krivolapov in 2004 and 2005 – in G. Washington University (the USA); assistant professor O.I. Vygovskyy in 2006 and 2007 in University of London (Great Britain).
