History of the Chair |
The Chair of International Law was founded in Kyiv Saint Volodymyr’s University in 1842. The nascence of the Chair (with the name “Chair of Nationwide Jurisprudence”) gave birth to Kyiv School of International Law which is now widely known both in Ukraine and abroad. For more than a century and a half Kyiv scientists have conducted fundamental research of problems of Theory and History of International Law, systematization of its sources, have contributed a lot to the theoretical foundation of most important branches and institutes of international law – International Maritime Law, International Air Law, International Economic Law, International Human Rights Law. Since November 1846 the Chair was headed by P. Tutkovskiy, graduate of Kyiv University who was specially sent abroad for internship for preparation of international law course and who began to teach it on return. In 1853 the Chair which has been vacant after the untimely death of P. Tutkovskiy was headed by V. Nezabytovskiy who headed the Chair for 30 years. He was one of the first scientists in Russian Empire who started research in Theory of International Law. Professor V. Nezabitovskiy created his own authentic teaching on law, draw out the new concept of legal nature of territory in theory of international law, etc. International law school created by V. Nezabitovskiy adhered to humanist and liberal traditions in teaching and research conducted in Saint Volodymyr’s University until the beginning of XX century. In 1884 the Chair was headed by famous Ukrainian international lawyer and diplomat O.O. Eihelman. After a long break stemming from revolutions and changes of power in Ukraine the work of the Chair was renewed in Kyiv University in 1954 with the title “The Chair of State and International Law”, later – “The Chair of International Law and Foreign Legislation” and finally – “The Chair of International Law”. It was headed by Professor P. Indychenko, his successors were M. Korostarenko, I. Lukashuk, V. Butkevych, V. Muravyov and O. Zadorozhniy. Creation in 1990 of the Institute of International Relations of Taras Shevchenko National University of Kyiv on the basis of Faculty of International Relations and International Law began a new era in the development of the Chair. Its teachers contributed not only to scientific and educational sphere but also to the establishment of Ukraine as an independent State on international scene. For instance, long standing head of the Chair I. Lukashuk for a long time was a member of United Nations International Law Commission and Permanent Court of Arbitration. Over the period of 1982-1992 Professor V. Butkevych was Vice-President of Soviet Association of International Law, in 1993 he was elected as President of Ukrainian Association of International Law. In 1994 V. Butkevych was elected People’s deputy of Ukraine and head of the Committee of the Supreme Council of Ukraine on the questions of human rights and national minorities. He also actively participated in the work of Constitutional Commission. Since 1992 Professor V. Butkevych was a UN expert on human rights, since 1995 and hitherto he is a Judge of the European Court of Human Rights. One of the leading professors of the Chair V. Vasylenko in 1988 and 1995-97 was the Representative of Ukraine to the UN Commission on Human Rights, member of the Constitutional Commission; he also headed the delegation of Ukraine to the UN Conference on the Law of Treaties in Vienna. After the proclamation of independence of Ukraine V. Vasylenko became one of the leading diplomats of our country. Through the period of 1992-1995 he worked as Ambassador Extraordinary and Plenipotentiary of Ukraine to Belgium, Netherlands and Luxembourg, through the period of 1995-1997 – as Ambassador at large of the Ministry for Foreign Affairs of Ukraine, in 1997-2001 – as Ambassador Extraordinary and Plenipotentiary of Ukraine to the United Kingdom of Great Britain and Northern Ireland. In 2001-2004 Professor V. Vasylenko was a judge ad litem of the International Criminal Tribunal for Former Yugoslavia. Professor O. Zadororozhniy twice at a run was elected People’s deputy of Ukraine – in 1998 and 2002. In 2000-2002 O. Zadorozhniy was a head of the Committee of the Supreme Council of Ukraine on the questions of legal policy, in 2002-2005 he was a Permanent representative of the President of Ukraine to the Supreme Council of Ukraine, since 2008 he is councilor of the Prime-Minister of Ukraine. Since 1999 O. Zadorozhniy is the President of Ukrainian Association of International Law and editor-in-chief of “Ukrainian Journal of International Law”, member of the Permanent Court of Arbitration. The teachers of the Chair are active members of the Ukrainian Association of International Law which maintains permanent relations and conducts joint events with national associations of international law of other countries and international non-governmental organizations (in particular, International Committee of the Red Cross). Teachers and researchers of the Chair founded and regularly publish “Ukrainian Journal of International Law” in which the main questions of theory and practice of international law are being examined. This academic and research journal became a disputing ground for international lawyers, range for development of interesting scientific findings. Professor V. Mytsyk is a well-known specialist on human rights in Europe. For a long time he discharged functions of permanent member of Advisory Committee of Framework Convention for the Protection of National Minorities (till 2004) and in 2007 he was elected by the Committee of Ministers of Council of Europe as a member of Committee of Experts of the European Charter for Regional or Minority Languages from Ukraine. The Chair maintains permanent relations with different institutions in Ukraine and abroad. Students prepared by teachers of the Chair repeatedly held pride of places on international competitions in international law, in particular in Telders International Law Moot Court Competition (the Netherlands), Jessup International Law Moot Court Competition (USA), Jean-Pictet Competition on International Humanitarian Law (Spain, France). The teachers and postgraduate students of the Chair regularly undergo a training abroad and actively participate in international scientific conferences. Professor V. Butkevych has lectured international law in Universities of the United States of America, Bulgaria, India, Hungary, Germany, France, Italy, Malta, Greece, Switzerland. Associate Professor V. Khonin has continually been invited to lecture for students and teachers of University Paris-II, Moscow State Institute of International Relations (University) of the Ministry for Foreign Affairs of Russian Federation, Universities of Bratislava, Prague, Leipzig, etc. More than one hundred Candidates of Science and Doctors of Science were prepared by the Chair. Today two Doctors of Science and twelve Candidates of Science are employees of the Chair |
